Vacancy Role for Police Staff

Human intelligence is a key enabler in the Eastern Region’s fight against terrorism. Applications are invited from individuals with the ambition and energy to play their part in this task in the capacity of HUMINT Support and Compliance Officer, providing assistance to the Detective Inspector and Superintendent of Human Intelligence for the region in the management of their functions. This will include actions to ensure that all HUMINT activity is undertaken in compliance with legislation and associated codes of practice and doctrine, as well as supporting wider HUMINT strategic responsibilities in partnership with relevant partner agencies. The post will also have oversight of and specific responsibility for the covert infrastructure which underpins HUMINT activity.

 

This advert is open to both current police staff across the six forces of the Eastern region (on transfer to Bedfordshire Police if they are currently employed by another force), as well as to external candidates. The post is based at a covert location in Hertfordshire. Some regional, as well as limited national travel, will however be required. Police Staff (SO1-PO1) – HUMINT Support & Compliance Officer 1 full time vacancy will be based at a covert location in Hertfordshire.

 

The successful candidate will be a highly motivated individual who is mature in their approach to work, able to prioritise effectively and work to tight deadlines, and in addition be able to demonstrate a proven record of working with a variety of stakeholders from different agencies. They will be well organised and methodical, able to effectively self-task and be creative in order to identify opportunities and solutions. A flexible approach is important as the role evolves and develops to meet changing demands. Integrity and confidentiality are absolutely paramount given the sensitivity of the material they will have access to on a daily basis. Candidates should be able to demonstrate IT literacy and excellent verbal and written communication skills, with an ability to influence others at a variety of levels.

 

Significant experience of working within Counter Terrorism Policing and/or in a covert policing environment would be highly desirable, and operational knowledge of relevant legislation including its practical application is considered very advantageous. A strong candidate will also be able to evidence their understanding of HUMINT tactics and relevant security measures and considerations to ensure these are undertaken safely and effectively.

 

Applicants must hold or be prepared to undergo Management Vetting and Developed Vetting before taking up the post. In addition, further enhanced vetting checks will be undertaken by the Security Service in order to support Associate status. Your job offer will be conditional upon passing such checks, which could take a considerable period of time, up to six months. Please also be aware the Police Corporate Vetting Unit will undertake security vetting on successful candidates, their family and others that live at their home address, which will include financial checks. Due to the sensitive nature of these checks, we are not able to supply feedback should clearance be declined.

 

This post is designated a ‘reserved post’ under the Civil Service Nationality Rules and is open only to UK Nationals. If you hold dual nationality, one component of which is British, you may also be considered. However, if successful, you may be asked to relinquish your non‐British nationality (and any entitlement you may have to a foreign nationality) as a condition of your confirmation of appointment with ECTIU. One of your parents should also be British or have substantial ties to the UK. In the latter instance; substantial ties means that your parent is a citizen of a British Overseas Territory, a Commonwealth citizen, US citizen, EEA citizen, British national or citizen overseas, and they would need to have demonstrable connections with the UK by way of family history or have been resident here for a substantial period of time.

 

If you’re already married to, or cohabiting with, a person who isn’t a British citizen, you may still be eligible for employment at the discretion of the department. You should note however, that marriage to, or cohabitation with, a person who isn’t a British citizen after appointment may, in some circumstances, result in the withdrawal of security clearance and subsequent transfer to another department, or (if this is not possible or the officer does not wish to transfer) dismissal. Each case will be considered on its merits, taking into account the ties between the person involved and the United Kingdom.
